The accession of Poland to the European Union requires above all to bring about cohesion of our law with the law in force in EU countries.
Recently introduced a series of legal regulations on beekeeping, they involve, inter alia, farming and bee keeping, protecting their health and the acquisition, processing and marketing of bee products, which the owner and the consumer is the man.
Although beekeeping is not a separate regulatory arrangements for the various issues in this field are contained in numerous laws and ordinances issued in the form of regulations, instructions and recommendations.
One of the basic legislation is called. Veterinary Law and issued its regulations, namely Law of 24 April 1997 "The fight against infectious diseases of animals, test animals for slaughter and meat and the Veterinary Inspection" - (Consolidation), OJ in 1999 No. 66, item. 752, as amended (OJ 2001, No. 29, item. 320, No. 123, item. 1350, No. 129, item. 1438, OJ, 2002, No. 112, item. 976, OJ, 2003, No. 52, item. 450).
The changes recently introduced to the said Act (Act of 14 February 2003, OJ 2003, No. 52, item. 450, art. 1 point. 1a), explain the concept of "animals" and extend it to the group "insects useful", which allows unequivocally stated that the records contained therein, provided the animals are also relevant to the bees.
On the basis of the provisions of that Act (Chapter 1, Art. 3, para. 1) the obligation to report and combat infectious disease as a subject zgnilec American bees (American foulbrood) (Annex 1, Pos. 24) and the obligation of registration (Rule 2) zgnilec Europe (European foulbrood), warroza (Varroosis) and the disease roztoczowa bees (Acariosis of bees).
The law also imposes on companies or individuals engaged farm, where livestock are kept (bees) the obligation to report the fact powiatowemu competent veterinarian at least 30 days before the start of work and the fact that its cessation within 7 days.
Keeping this activity (in this case, a farm - apiary) requires the fulfilment of the conditions of location, technology, health, technological and organizational epizootycznym hedge against risks and to ensure proper quality of health goods.
The inspection of the veterinary conditions and a record of apiaries will be conducted district veterinarian.
Act regulations on this issue is of the Minister for Agriculture and Rural Development of 8 January 2003
In accordance with the provisions of the law, animals (including bees) may be placed on the market (offered for sale) but must have a health certificate issued by the district veterinarian.
When transporting animals (bees) inside the country, the certificate is valid for 10 days. This will also apiaries migratory, which require the carriage during the season away to benefit the colonies.
If you go for treatment for sick family bee, it will be conducted under the supervision of a veterinarian. In contrast, the holder of livestock (bees) is obliged to keep books treatment of animals (bees).
Regulation of the Minister of Agriculture and Rural Development of 6 December 2002 in the category of product availability and the criteria of evaluation product for each category of availability (Dz.U. No. 220, item. 1854) emits three categories, the availability of veterinary medicinal preparations because of the bepieczeństwo use:
1 for use only by veterinarians,
2 awarded on the basis of a prescription - include the preparations formulated and such, which requires the use of animal testing by a veterinarian and diagnosis of the disease,
3 issued without a prescription - preparations, whose use does not require the examination and diagnosis of animal disease and are safe for animals, consumers' food of animal origin, the environment and people to study it.
Preparations veterinary medicines intended for the treatment of bees, satisfying the conditions set out above, and thereby permitted to market and registered throughout the country are only:
• Apiwarol AS - the product Biowet Pulawy preparation for fumigation treatments in the form of tablets for burning to combat varroasis in the bee families.
• Byvarol - manufacturer Bayer (Germany) preparation of contact in the form of strips designed to combat varroasis in the bee families.
• Prizin - manufacturer Bayer (Germany) preparation systemiczny to nakraplania on bees, or administration in syrup, which is intended to zwalcznia varroasis in the bee families.
• Polisulfamid - producer Biowet Pulawy preparation in the form of fluid to administer in syrup, used to treat American foulbrood bees.
All these preparations are among the preparations 2 - the availability of categories, namely products, which are issued by veterinarians.
New regulations concerning the production of food will also be applied when acquiring high-quality honey as a health food. The most important is the scope of the Act of 11 May 2001 "The health conditions of food and nutrition (Dz.U. No. 63, item. 634). Supervision of the quality of health products and foodstuffs of animal origin, belongs to the scope of the obligation of Veterinary Inspection. It is implemented inter alia through the supervision of the activities within 4 groups of factors listed below, affecting the health quality of honey.
On health care quality honey have a decisive impact such factors as:
1 The conditions referred to as veterinary conditions, (the conditions for localization, technical, health, technological and organizational)
-- Raise
-- Production
-- Processing
-- Storage
-- Transport
-- Direct sales.
2 Measures feeding animals and their conditions of use.
3 The medicinal products and how they use in the fight against diseases of bees.
4 The conditions prevailing in the external environment (pasieka) and internal (slot) families living bee.
Thus, in each pasiece must be complied with basic hygiene conditions in all stages of production of honey.
Else district veterinarian if it is found that the activity is conducted in accordance with the terms may include:
-- Order the removal of the misconduct,
-- Prohibit the production,
-- Reduce the volume of production or to order its suspension.
Conversely, if the result of requirements arising from the already existing new EU standards on honey, the Polish pszczelarze need not fear the entry into the EU. Poland standard has been adopted as the EU. This way, with the common market will disappear and honey products miodopodobne.
